Just going over a few things.

Have you looked inside her beak for any lesions/canker?
Inside the ears for any debris, infection?
Crop empty in the morning?

Some of her actions, I would say is almost neurological. But if the vet can pluck some feathers and look at the shafts under a microscope for evidence of Depluming Mites (feather mites) that would be a very good idea. IF s/he finds depluming mites, she would need treatment with something like Ivermectin.

I would also get some poultry vitamins into her that has A, E and B vitamins. Probably Poultry Cell would be good.

The bruising is concerning. It could be that she is suffering from a disease like Marek's and the itching is a neurological reaction. I have not seen anything really like this at all.
It would be good to get a few other's opinions/suggestions as well @Eggcessive @dawg53 @casportpony

The vet checked her all over though not with a microscope. I would think if she had mites so would the others. We moved them into a new coop; 36 foot travel trailer converted so never had birds in it. I don’t think mites are the answer.
I put Poultry vitamins in their water and when this started I thought about wry neck so I gave her vitamin b12 oral suspension. Also was very concerned it was Marecks but vet says not. Bruises are because she falls off roost, stairs, etc while she scratches. And like her neck she’s hurting herself. Tonight we did a colloidal oatmeal bath and sprayed her down calamine spray. Right now she’s snuggling and “purring” which I so love.

X2 I think that the vet should do that as I would never think to do it.
 
I agree with Wyorp Rock that it appears to be neurological, but a longer video of just her, farther back, without touching her might be helpful, and your vet or nearest poultry college might help. But since you have tried so many things and medicines, it might be better as Dawg53 suggested, to end her suffering. I would then contact your state vet or poultry college to get a necropsy to look for Mareks or whatever caused this. Her body should be refrigerated promptly, and taken or shipped to them. I am so sorry that you and your pullet are dealing with this.
 
I gave her Ivermectin paste last night so will give her until Wednesday.
How much did you give her?
Do the baths seem to give her any relief at all?

I know you have been doing everything you can for her, it must be so frustrating to see your sweet girl like this. I must say, I do agree, if there is not improvement soon, then putting her out of her misery should be considered.
 
Baths help some but it’s short lived. I think about how I feel when I have an itch that doesn’t stop. I won’t let it go on but if it’s feather mites and I don’t treat her for that and just put her down that would be awful.
I gave her about the size of a lg grain of rice.

:hugs I understand completely, it's worth a try. Please let us know if it helps.

Ivermectin paste dosage is 0.045 ml per pound. If you can weigh her that would be good, I would just make sure she got enough.
