Cream legbar roo won't crow

I'm not sure his exact age, I believe he was born in March?? He's a sweet heart, but we got him to protect the flock from predators in central Texas, as we've already lost a few to coons. Why no crowing?

He looks to be very under-developed for his age. Is it possible that he is younger?

Either march or may? He was a rescue.

He's supposed to be, lol. I guess we'll find out soon. He's getting some speckled brown feathers along his back, tail seems to be getting longer. At what point should we hear him?

My little ones started crowing, they are about three months.
