Cream Legbar tail feathers gone wild

One of my Cream Legbar pullets 3 months old, suddenly has tail feathers gone squirrelly.

Is she a he?

No crowing, no rooster behavior, comb same size as all the other pullets.

It's definitely a female

She's a pullet. Sometimes they grow wonky feathers but she'll eventually molt out of them.
