Creating better brooding space-ideas needed

I must be missing something. If you have the heat plates why not just start them in the garage?

A mother hen will raise chicks in quite cold weather without making all the ambient air 90F.
I've brooded chicks in an unheated building when the temperature outside of the hover brooder was in the 20s F. It was still hot under the hover and they hung out around the edges.
