Crow Muffler?

Hi everyone, I have a 5 month old silkie rooster that is crowing frequently (to say the least). We can't find anyone who would want him and I don't want to just drop him off at some animal shelter so I'm thinking of some solutions. I've heard of something called a "crow muffler" and I'm not sure if it actually works or is just some scam. Long story short, does anyone have experience with this or anything else that might muffle (or stop) the crowing? Thanks!

P.S. Also, we aren't technically allowed to own roosters in our neighborhood, but our neighbors said they didn't mind him and I want to find a solution in case they change their mind.
 
Most crow mufflers can strangle/kill your rooster so it's usually not worth the risk. The only way I can get mine to stop crowing is removing whatever is making him crow or some kind of distraction to make him forget he was just crowing, like mealworms.

I try to do that as well, but the problem is that he usually is crowing early in the morning (when it's not even light yet) and no one is up.

Maybe some way to muffle the noise wherever he is sleeping. I have a small tiny coop in my shed just for my rooster, the double layers prevent the crows from being heard by neighbors and myself. If you have some way to apply soundproofing foam without your chickens eating it, another idea.
