Is it kinder to the rooster to rehome him to someone who will make him into dinner? i think it's nice that the OP is trying to keep his rooster and also keep his neighbors happy. There are so many roosters looking for a home, and very few homes to be had. And i think the problem could be solved without causing the roo any discomfort.
We have several loud guys. i had started putting our D' Uccle roo, Mr. Tweedley-Dee, in a hutch in the shed at night as his crow was ear-piercing. But we also have Tony the Showgirl who could peel paint several miles away. Right now it isn't a big deal as it's cold at night and everyone is keeping their windows shut. But by Spring, i plan on building more comfortable digs inside our shed to muffle the sound of all our roos at night.

I support your wanting to have a rooster for your hens. Go experiment with your tools to make a night home for your roo ! Project Rooster Haus....
Not everyone is lucky to have acres and acres of land, and have neighbours who are tolerant of crow noise pollution. You are doing your best to be considerate towards your neighbours. Good for you!
