Crowing chicken but no saddle feathers?

This chicken isn’t any specific breed we actually rescued 6 chicks back in March 2020(sorry! I accidentally puts 2019 first). We were only allowed to keep the hens once they grew up and the roosters we had to release. So far we released 3 of the chicks because they crow, have saddle feathers and male rooster traits. However this lady(?) has thrown us for a loop, we released her when she crowed but even after 4 weeks she’s grown no saddle feathers. Unlike her siblings who all have significant saddle feather development. Her tail feathers are rounded and she make sure all the normal hen spunds of clucking etc. None of the hens have gotten big enough to lay yet, but these are our first chickens. Thoughts?

So this chicken is over one year old? (March 2019 to July 2020)

If the chicken is that old, and just started to crow, then you probably have a crowing hen. They are rare, but do happen sometimes.

If the chicken is younger (March 2020 to July 2020), then you probably have a cockerel (young rooster) who started to crow but has not yet grown the pointy male saddle feathers.
