Crowing hen or rooster?

Hi all, where I live we are not allowed roosters. We got our chicks from an individual breeder. Told they were all hens, but this morning our frizzle began to crow. I am going to post pictures. Is this a roo or a hen?

Same age Rhode Island Red... Is her waddle and comb too developed to be a hen? Also is the dominant chicken

Could be a very fast maturing pullet, or a very slow maturing cockerel at this point.
The Frizzle is male, due to the fact that they are not typically fast maturing. They tend to be very slow to mature and start laying, actually. Not uncommon for pullets to not lay until well over 6 months of age.
Production Reds, on the other hand, can start laying as early as 16 to 18 weeks. And yes, that's a Production Red. Rhode Island Reds are a much deeper color, and have a very different shape.
