My first chick hatched around noon yesterday, it still looks very wet, he looks like his feathers are crusty and clumped together but "dry". One chick that hatched a few hours after him is already dry. I would like to move them to the brooder... Should I use a warm cloth to clean the little guy off then stick him back in the bator to dry again?

You can do that yes, but make sure the little one stays warm throughout. They can get chilled and die easily when they are so young still.
