Have you considered another kind of poultry? Many areas have no restrictions on quail or pigeons. Pigeons are particular are tons of fun to have, and require similar care to chickens.

Oh, and pigeons come in such an amazing variety -- there is a place just down the road from my sister's farm that has hundreds of pigeons and every now and then I am lucky enough to be going by when he is out "flying his birds" - such a sight to see!
