Cuckoo Maran hen Chicks getting feathers on their legs...is it normal?

I wish that when it comes to the APA, they would allow both clean and featherd leg, but I dont think they do, its one or the other. I could be wrong.
 
I have two cuckoo maran pullets. One looks like a barred rock and has feathers on her legs. I think its a her. Suddenly her waddle and comb look big and red compared to the other. Shes about 4months. The other has no feathers and she has some brown in her feathers too. Her comb is small and more pink.
They are our two random birds we picked up. Actually have them and a copper maran roo with feathered feet for sale. We got too many different breeds! Originally only wanted eggs, but now that we have some roos we are gonna keep only a few breeds to have chickies.

Yes, Marans are supposed to have feathers on their legs. Those are called French Marans and are accepted by the American Poultry Association. The ones which don't are called English French Marans and aren't accepted by the American Poultry Association. The one with the smaller comb is probably a pullet and the other one a rooster.
