Does anyone know whether the state will come out to collect birds to be culled for disease? I have a bunch that probably need to be put down, I am not thrilled about doing it since they are close to pet status...

The whole flock has to be culled, including other birds, to rid the area of things like MG. If you aren't going to depopulate every bird, then it may be better to medicate them with something like Denagard full strength, and then use it 1/2 strength once a month for prevention. Then I would worry about wild birds in your area possibly being infected too. I would contact the state vet's office, and ask for advice.
