Curved beak and dwarfism

I will add pictures tomorrow, its dark out now.

I have a Mille Fleur bantam that just isn't like the others. She is half, maybe even a third the size of the other Fleurs and has a curved beak. She also has a different color pattern than the other Mille Fleurs and does not have the same shape. She is like a little puff ball with no neck, her feathers not flat against her like the other chicks. Her beak curve does not quite look like scissor beak as both upper and lower beak curve the same way, staying in line but with a gap between them on the sides. She also seems to have trouble getting around. We have to make sure she is in the coop at night because she has been left outside accidentally after which she became weak and sickly and had to be monitored while a second chick left out with her was fine.
The thing that worries me the most is her temperament. She is slow, does not explore, and seems to eat a lot. She seems to eat and drink fine as far as I can tell, and doesn't have too much trouble fighting for a spot at the feeder considering her size. The thing that makes me nervous is that this chick is super sweet. She practically walks info your hands. She runs to you and never flinches when you go to pick her up. Not only is she sweet and very calm, but the others don't pick on her, and even groom her a bit. In my experience, a bird this tame and treated so kindly by the others means one thing: she is sick and going to die. I just want to know what's wrong with her, if I can do anything, and if she is going to pass this onto offspring. I would absolutely hate to lose this chick. Any advice is appreciated.
 
I'm not sure, but it sounds like a duckling we had who had his beak curved up, and could only breath through his mouth, not his nose. When his sisters where 5 months old and looking like adults with all their feathers and stuff, he didn't look much different from when we got his as a 4 day old duckling. Mine was like that, he ate a ton and was super friendly. :( it was super sad, he was my favorite, but ended up drowning. One of the other ones was super motherly and would protect him, and when i found him, she was trying to hold his head up. Its was depressing. Good luck with your little guy :(

Thank you. I am really hoping that with a little extra time and care and getting a jump on figuring out what this is before it becomes a problem will be enough to keep her around and happy.

I have also noticed a white chalky spot if something on the feathers of her right wing. Is this a fungus that is causing all her symptoms? None of my other birds are affected. She is not coughing or sneezing, her eyes and nostrils are fine, no signs of diarrhea, no wounds or lesions that I can stare, her color seems to be fine, she still has an appetite and appears to be drinking fine.
