Yes....plenty of permits. He is not confined at all. Only when it is below zero. If it is above 30f I'll let him out for the day but bring him in when it gets cold. He can go anywhere he wants on our 25 acres and loves the ponds and swamp. He lives pretty much like a wild crane but lives inside in the winter. He likes to poop in a corner by a window. I lay him out a towel that I can wash.I'm surprised it's legal to keep such a bird confined, they must not be protected.
