Day 20 Quail Help

Hi, we successfully hatched 2 of our refrigerated Eggs. Four have pipped but aren't doing anything. One has been struggling to get out for two days. It's like the inner lining is stuck. Suggestions? It's day 20.

Temp is 99 and humidity is 65ish
