Day 21 no air sack but chicks are breathing?

Its day 21 of me putting in 12 chicken eggs, we put them in on April 6th on a Tuesday and today is April 27th and so far there's no pipping or chips and im very worried, we saw a couple chicks breathing inside the egg on around day 16-17 so we know they might be alive but so far its been dead silent in the incubator, my humidity is 70-71% and my temp is 32.5 C, please help, its my first time

First thing is did you mean 37.5 for the temperature? 32.5 is way too low and that would mean that they will take a lot longer to hatch.

The second thing is that even though you have been told not to open the incubator during lockdown, it is ok to open it to candle eggs if they have not externally pipped, as long as you close it right away and make sure the humidity stays where it should be.

The weirdest thing is happening, the chick is moving and breathing but there's no air sack...

That's probably because it has internally pipped. Give it a little more time, say until tomorrow. If nothing has happened, candle again, and if the chick is still alive, read the hatching assistance guide in this forum and try to help. If they struggle to get out for too long they will get exhausted. If you help, you may not be able to save it anyway, but you will be giving it a chance.
