Day 21 nothing!

My last hatch same incubator same setting I had 100% hatch rate on all fertile eggs now 3 weeks later same settings same humididty just a different breeder day 21 is ending with not even a pip. My last hatch everyone started hatching and finished hatching on day 21 down to the hour i set them 21 days prior. Are they maybe just late or most likely not good?

yes i candled but one is a thick and dark shell i couldn't tell for sure
