That's what an egg is supposed to look like when it it getting ready to hatch. I do not always see movement in each egg.I candled - literally nothing to see completely dark. Think I could make out a small air sack.
Did you count the days right? An egg does not have a day's worth of development the instant it goes in the incubator or under a hen. It takes 24 hours for an egg to have a day's worth of development so you start counting the day after they went in the incubator. An easy way of checking your counting is the day of the week you start them is the day of the week the 21 days are up. If you started them on a Sunday, the 21 days are up on a Sunday.
Even under a broody hen not all eggs hatch at exactly 21 days for several different reasons. MIne regularly hatch as much as 2 full days early under a broody and in my calibrated incubator. Other people I trust on here say they have eggs hatch as much as 2 and maybe even 3 days late under a broody.
I suggest you wait another 2 or 3 days to give them a chance. There have been posts on here where people regretted tossing them too early.
