Have you used tissue and warm, soapy water to remove the trapped poop? You can rub the vent opening with Vaseline or olive oil. Is it possible to get the chick to drink by dipping its beak into sugar water or electrolyte water? Do you have a vitamin electrolyte drop like Poultry NutriDrench? Take two to three drops orally. Combine some water and chick crumble, then serve it with some egg yolk. A few drops of olive oil should be added.
I've been using just warm running water to wash the poop off daily. It's eating and drinking fine, thus producing plenty of poop lol. I don't have electrolyte water but I can get some. Chick acts just fine, and if you didn't know it had pasty butt, you wouldn't know there was a problem.

We have two B&G macaws. They are a treat, aren't they? :) One I've had over 20 years.

Pasty butt can be because they are too hot. Just make sure there is a cool side in their brooder they can escape to if they are.
