dead duckling, maybe too hot?

i had my two ducklings outside in the shade with water they could swim in and food. its pretty warm out but they had shade. husband said they were panting so he put them in the water. one is fine but the other slowed down and died. why?!

Unfortunately it can be hard to say whether it was the heat or not.
