One is always fluffed up?

What I'm looking for is loose stool with mucous, off colors, or even blood etc. that may indicate Coccidiosis. But since she's been like this for a few weeks, I'm thinking you can rule that out.
I'm still leaning toward their problem being genetic:(
 
Genetic is fine. This is ultimately not going to affect me permanently. I'm pretty sure this weekend I am going to cull the weaker of the two and just continue with the strong of the two birds.

I have not seen blood or mucous in the past few days while they've been inside. Off color... not the best with that lol. They've been orangish and brown from what I can remember. I will go out now and bring them in for a minute. My wife said she'd keep a watch on them until they poop and I can post it when I get back.

The smaller one is usually pretty fluffed up. Both are usually in a state of what the one sitting looks like. I can bring another one of my chickens inside and they have zero need to fluff their feathers to stay warm.

Since she is continually fluffed up and acts cold, I would treat her for Coccidiosis. You can find Corid at your feed store in the cattle section.
Dosage is 1 1/2 teaspoons Corid powder or 2 teaspoons of 9.6% Corid liquid per gallon of water.
Give for 5-7 days - make sure this is the ONLY water available during that time period. Mix a fresh batch at least once a day.
