Will this stop hawks, owls, etc if it's over the top of the run?

If you secure it down so there are no gaps, then yes.

I don't have it up yet but I'm sure snow would go through easily.

Snow goes through on mine, but I use true deer fence which is heavier duty than the netting, plus mine has 1" squares. Unfortunately though the 1" squares lets sparrows through.
