Deformation? Disease? Dirt?

I have now several chicks that started to look "Dirty" on their beaks and heads. At first I did not gave much importance as they are free range and probably been digging around. But as they grou, it started to become more obvious and this one in the photo is one of the most dramatic.
I tried to gentle "clean it" but it does not come off. The chicks grow normally, they feed well and they run around with the mother.
At the photo it looks like dirt but at touch it really looks as if its some kind of tumour or something.
Any ideas?

and just to add information, the chick looks bad but it was not apparently ill, it was in the morning and after I grabbed it, I fed it and it was falling asleep feeling warm and fed.
 
It's dried blood, & will come off. Either that or it's sticky Cecal Poop from another chicken pooping on them.

By the photos it could be either option and I will surely try to confirm any of those however, blood from where? In several chicks...
About the poop don't believe so. They are free range, so the only time they are really close is for sleeping and they have plenty space and never happened before...
I will try to investigate further, but I will surely consider your options. Thank you once again

Warm water will get it off.
