Deformed Chick

I got some chicken eggs and they just hatched this week. They are all doing well except for one little guy who seems to have a red organ looking thing (its not the egg sack) hanging out from his/her peeing hole. The chick is a little smaller than all the other chicks and he rests a lot and barely walks. He drinks but doesn't eat, does anyone know what is wrong?? Should i bring him into the vet? Please help
