Deformed Feet

I am afraid his toes are past saving. I hate to tell you this, but, his toes are going to eventually fall off. If you are planning on keeping him, you need to prepare to have a very special needs rooster to provide and care for.

The frostbitten part will eventually fall off (if indeed it is frostbite, and not an injury.) Many chickens can get around with missing toes or partial foot amputation, but he may need some special care. You could try some warm epsom salt soaks once a day, and then apply vetericyn or iodine to his feet to help prevent infection. Feet getting wet by stepping into a puddle or water bowl during the cold freezing temperatures is usually how it happens. Here are pages of threads with pictures of others with frostbite: https://www.backyardchickens.com/newsearch?search=frostbitten+feet

Do you think it will still work for him? Its been warm for a while and his feel look like they're dying right now.

Yes it can work. There are many chickens walking around minus toes or feet, walking on stumps. They get on pretty well, they adapt to disabilities as well as people or other animals. He may never roost but you can make him a comfy spot on the coop floor.
I know this is going to take a lot of work for both of you but if he wants to keep going, why not?

So this rooster, Webster, is in the middle of loosing one leg. Its falling off and lookes like its hanging by a few small tendons. Is there anything I can do for him? Do I just let it fall off on its own?

Could you post a pic? I would think that, dragging this dead piece, attached to live parts might be very painful. It may be best to amputate so he can get on with healing and adapting.
