Delaware not laying...common with breed?

My pullets are 28 weeks old (March 2014) -- the RIR, Orpington, Wyandotte, and Amerucana are all laying, and have been for about a month or more. The only Delaware I have, is not. She is big and healthy, and she definitely let's me know when someone else lays an egg, but we get nothing from her. Where the others have shown great interest in the nest area (dark, quiet and cozy), the Del wants nothing to do with it. Are they just really late bloomers? Anyone else experience this with Dels? Perhaps she is better suited for the cook pot than the coop. Appreciate you comments or experiences with the breed. -- Candace
 
Are you absolutely certain that the bird is a pullet? Not asking to insult your knowledge of chickens, but I have had folks (here an offline) talk about a bird that "just won't lay" and have then seen the bird and pointed out the reason the bird would not lay was that it was a cockerel.
