The area needs to dry up. Keep it on a soft surface it will heal up quickly.

Well I'm still thinking nothing is wrong and it will be fine. Try removing the thing off its neck.

If I do that she can’t stand up her head/ neck is really unbalanced and she keeps head banging the floor

I agree. It's important for her to develop those muscles and she won't get the chance if she has no need to try, do you get what I mean?

She might still be a little wobbly but I suspect if you just leave her be she'll continue improving. I'd also stop with the salt water for now. Clean the umbilical area once a day with some qtips and rubbing alcohol. Her vent and other soft tissues will be moist and swollen from hatching but cleaning/fussing with her too often will probably just further stress her out.

I also think she will be fine just given a little time to get going. Not all ducklings come out running.
