Determine non layer

Hi all I have another question , now I know they are still young but I believe I have a non layer Isa brown , I got all 4 chickens at the same time April 3 they were maybe max 5 days old, I've been getting eggs for the last month but I'm only getting 3 daily, they are pretty routine now, the heat wave made it spuratic , however I have one pullet who has always seemed to be the one behind, she's just now filling in waddle and her top red head thing , sorry cant think of name, she's quieter than all the rest with squeaks vs loud noises, feathers were later than others and she's the lightest color hen I have I checked the vents, hers is clean but doesn't look oblong , it looks more round compared to the other ladies that are already stretched out, could this just be she's behind or could I have an eggless chicken lol any help would be appreciated, I thought she had laid one egg as we found a giant egg one day , none since but all the rest are smaller by half and way darker, so maybe she's just on sabbatical
 
I would give her some time, she could be a late bloomer. But if no change in vent in say 2 months max, then you know she is a slacker and to cull her or live with her being a free-loader.
Either way I wouldn't use her as a breeding stock.
 
We have no Roos , we live on the eye of city limits so can't have those but she does seem to be a late bloomer as compared to all my other fearless girls, I hope I'm wrong but time will tell , I'll hopefully be getting 4 eggs a day soon , anyway to turn her into a better layer? When I approach her she seems to be doing the submissive crouch and stomp
