DEVASTATED!!! ..... anyone, please help.

While this may seem like an open and shut case.
It could be that your zoning is different.
For example the zones are mapped out. One area could be zoned "residential" while another is zoned "agricultural" or in my case "agricultural restricted". Which means I can't sell anything I haven't raised on my property.

So before you get upset check to see what your area is "Zoned". I had to call the town to find this out as it was nowhere to be found on the internet site for my town.

There is also another thing called a "variance". This is a special permit allowing you to do something other than the usual. A lawyer can help submit this paperwork. Just be sure He is a realestate lawyer. If the lawyer has no experience get another.

Hoping for the best

It sounds like the PDP (Planned Development Project) MAY be permitted for uses allowed in all the above referenced zones. It depends on which has been specified when the Applicant applied to create the PDP. There has to be a more specific zone for you than PDP; it should be one of the other districts you listed.

When I was doing my research, all I could find was that fowl was generally permitted and couldn't be dyed unnatural colors, tho I couldn't find any restrictions or specific allowances. Finally I found a definition in our code: "KENNEL is defined as more than 4 dogs, cats, or chickens on any property". Since my zone doesn't allow Kennels, I am restricted to 4 pets/chickens per address (I have two addresses). My coop will be subjected to the restrictions imposed by the Accessory Structures setbacks and limitations per my zone.

It takes some creativity and repeated searches to finally figure out what the code says.

Re finding your zone: If your assessors records don't seem to have the proper info, call up a local architect and ask if they have the zoning maps, and could you drop by and peek at 'em? (Your City Hall should have them as well, tho I don't know which department you'd contact, nor do I know if your city hall is user friendly... Mine isn't) You can find your house/block on the map, and there should be boundaries and zone designations drawn on. Or, the architects will know how to find your zone. If you're quick about it, they shouldn't mind. The Public Library may have a copy of the zoning maps as well... maybe ask them first?

We are Hernando County residents

This doesn't seem quite right - shouldn't it be something like 'We, the undersigned Hernando County residents are...'

I'm not sure you should exclude the guinea fowl by yourself, why not leave it as a bargaining chip.?

The square bracketed explanations seem a little condescending [that means a pratonizingly superior attitude] - see what I mean?

I'd be wary about adding the bit about
Hens also love to dine on your dinner leftovers. Bread, salad, vegetables and more.

because I believe that the UK has banned feeding any animals with leftovers since a recent outbreak of foot & mouth disease (I've not checked for sure). I don't know what the laws are in your state / country but it's worth checking. Your govt. officials may be aware of the UK laws, even though they might not be law in your state and might consider people 'dumping waste food' in the their back yards as undesirable.

I wish you the best of luck and encourage you to keep a calm head and a strong heart and to have the patience of a saint.

Can you tell me how this turned out? I'm considering moving to Hernando County, but I'd really like to have chickens.
