Did my rooster break up a fight?

My two oldest/biggest pullets got in a pretty intense fight today. One of them pecked the other so they'd get out of the way (they were eating) and the one who got pecked when nuts. They had all the feathers on their necks up and they started grabbing each other with their beaks and kicking! My roo, Vincent got in the fray and after seemingly breaking it up (they all had a hold of one another at one point!) he repeatedly pecked the instigator and tried to mate with her. Was he trying to show he was the boss? Or does he just like seeing girls fighting just like some human guys?

or did he just want to restore order?

My late rooster Thor used to break up hen fights whenever they occured. It's a way of restoring order.
