Diet difference for Roos/pullets

Why are there differences in feed for rooster/pullets/hens?

Roosters and non-laying hens should not have laying feed, there's too much calcium.
Most people feed their flocks All Flock or Flock Raiser and provide oyster shell on the side for calcium.
Personally, I don't think layer feed is all that good for hens since it have the minimum amount of protein they need.
