The recommendation for a coop is 4 square feet per bird, which means 4*14 = 56, like @aart said. Currently you have less than 2 square feet per bird. While they are still young it may seem like a lot, but when they grow both you and they will appreciate the room. It will minimize picking and fights and also make clean up easier. Also, suppose you have to keep them locked up for a day or so? What if the only solution to this hawk problem is to alternate the days they get to go out?
