From looking at the parts break down and explanation of it I'm pretty sure the entire tub and the wire floor turns. The eggs bump against the stationary "wagon wheel" spokes which rolls the eggs. It sounds like the tray has to be engaged properly for it to work. It says that three days before the hatch you can stop the turning by lifting the tray to disengage it from the motor crank and roller.
