Different Rhode Island Red

I am starting in the chicken business and got some more RIR hens today. One of them looked a little peculiar. It could just me being inexperienced, but does this chicken in the picture below look extremely different. I don't know if anything is wrong with it.

Looks like a roo to me.

I thought it wouldn't look all that different on a rooster's head, but I am 99.9% positive that it is hen. It is about a year old and I am certain it isn't a rooster.

It appears that perhaps, and just guessing here, that this bird has had all it's head feathers pecked off? Do you know anything about the former owner's husbandry? How old is this bird? You say you got some birds. Do you anything about the seller?

The chicken is about a year old. I bought her, another RIR, and 2 Dominiques. I have dealt with this woman before and bought a rooster from her. There is a very good chance that she has laid an egg, but I have 6 brown layers. So, I can't tell you for certain that she has laid an egg. The other hens that I got from her look normal. I just wanted to make sure that nothing was wrong with her, for I would cull her out. I didn't know if this was common or not.
