difficulty in egg laying

for a year now some of my bird have never laid an egg and they are layers ...... I was told they had build fat and that is what is causing them not to lay and i guess it is true because i found the smallest egg i have ever found in the world and when i cracked it there was almost no yoke in it .. so please what can i do to ectify this problem so my birds start laying?
