Adobe Illustrator? It is harder than some others, but once you get used to it, there are so many things you can do with it.

Autodesk Sketchbook is pretty easy to use, that’s where I started and it’s free.
Procreate is what I use now, but you have to pay a couple bucks for it.

I use sketchpad. It doesn't have a lot of tools on it, but I tried the more complicated ones (like Krita and Medibang) it didn't work for me.

Ibis Paint X! It works for phones or tablets.

A free digital art program would be “Fire Alpaca”. Crazy name I know but it’s very good for starting out with digital art! I would suggest a tablet. No need for a super expensive one just a 25 dollar one to do the trick for now. Level up once you get the hang of it!

Yeah, I've heard really good things about it! Unfortunately, you can't get it on computers

I use photoshop, but I know that that's a little expensive. However, it's easy to use with the layers, brush types, colors, etc, and I've picked it up really fast. I've tried illustrator as well but I find that that is easier for things that are very geometric.
