Don't give up - they say the third time's a charm. (I'm really sorry this happened twice to you though.) A thick layering of blankets, etc., can help hold the heat in at least a while longer than without when power outages happen. I've also heard of people using a short, unscented candle in a protective votive to provide an emergnecy heat source. They did something along this order when hatching artifically in the olden days. I remember hearing my grandmother talk about it and I think you could probably do some research to find information about it if you're so inclined. I think the back-up battery like the type used for computers sounds like a great (and probably much better) idea though.
