DIY incubator heat source problems

I've built a cabinet incubator which at first I used light bulbs as the heat source. I wasn't satisfied with results. I switched to two 125 watt heating rods but the issue with those is they take to long to heat up and the temp drops to about 36.5 Celsius before the temp starts climbing again. I'm wondering if that's an allowable temp or could I use a 225 watt coil heater and if it would have a quicker recovery on the heat not allowing the temp to drop to low. Also for the air circulation I picked up a 4" fan a Walmart. It seems to be supplying a sufficant amount of air flow. I do have a couple computer fan but have nt lot installed them. I was also wondering if I need to installe them where at in the incubator
