Do brown leghorns Have feathered legs?

I bought some tsc brown leghorns and they've reached about 6 weeks old. I picked one up today and noticed its growing little feathers on the leg. I'm new to owning chickens so I was wondering if it's normal for the breed?

No they shouldn't have any at all.

That's considered a dis qualification then. Since it's a hatchery bird you will see stuff like that.
