Do chickens get heat stress so easily?

Today it was 90 degrees. First day this year. The 6 week old chicks have plenty of shade, and a coop outside. All of them are fine besides 1 Cockerel. He is slow, puffy, and not interested in food. He has a soft crop. No signs of the runs or anything. Is he just heat stressed, do you think?

this is him he's standing kinda crouched, as you can see. Looking shaggy and lazy.
 
Have you seen it eating/drinking? Check it's crop in the morning, it should empty out. It's possible the heat has gotten to him, are they in a brooder or out in the yard? If in a brooder, is make sure there's ventilation.
I have not seen him eat today, and I saw him have 1 sip this morning. But I didnt really leer over them today. I thought, "huh. He's tired today", came back a couple times after and it was clear he was not feeling too well. His crop is squishy, like a partially deflated balloon? & They're outside and have a coop w/ hanging water and plenty of fun stuff To do. All the others (~25) were running around just fine today.. hmm..
It'll cool down tonight ~ mid 70s, maybe he'll snap out of it.
