Do different breeds feather out at dramatically different rates?

I ordered my chicks from Ideal and they arrived in good condition. Now 2 weeks later the Ameraucana's, Plymouth Barred Rocks and Black Australop's are all feathering out nicely. But the extra's that were sent for warmth, still look like fuzzballs with very little feathering. Size wise they have grown just as much.

If the yellow ones ( look like buff orpington chicks) , don't catch up they may hold up all from getting out to the coop.
 
The extras they sent are very likely roos. In alot of breeds, the roos feather out slower than pullets.
 
I believe they are Roo's. So that makes some sense. No they are not weaker or smaller.
