do ducks pant like its a dog? mine does its weird? is this normal?

yes they can, but its usually is a sign of them being over heated or stressed out in my experience unless its a male and he's actually doing the hissy thing like my muscovy drake does. Is the duck doing this after running or only when your around or is he making any hissy noises when he does it?

well yesturday when i got her i had to meet her old owners 2 hours from where i live so that might of stressed her out? no hissing.

They will pant when they are really stressed or really hot. Try putting some ice cubes in the drinking water, Make sure they have shade. Check the temps, and don't have the heat light on if it's already 90 degrees outside. Best of luck!
