Do eggs under a broody take longer to hatch when it's cold out?

Today is day 22. No pips. Broody is still happily sitting. Yesterday she kicked one out of the nest that had died that I found and accidentally opened . I'm assuming that since she rejected one the others are all still alive.

We are in Wisconsin and it is cold here. The eggs feel very warm. Will the cold temps delay hatching?

I'm really looking forward to some babies.

No, no longer incubation time. The hen regulates the temperature. Is your hen a first time broody? I had a hen first time brooding and she killed the first to to hatch. I think she was confused and perceived the new hatches as a threat to her clutch of eggs.
 
Good that you are keeping an eye on her. After the remaining chicks hatched I took them immediately and placed them in my home brooder. Good luck.
