They look like pullets. Females. Usually the potential cockerel would start showing a larger deep pink comb. And bantams in general do mature a little faster than standards. Seen it with my Seramas. You should know for sure in a week or two.

I think they are pullets. Sometimes when it is windy chickens will open there mouths, because it is harder to breath. They would not be trying to crow at that age.
