Do I have a frazzle?

Yes, wait a bit as @JacinLarkwell has stated. I think they're likely frazzles but it's a close call and you should be able to tell later by brittleness of the feathers.
I'm shocked that a hatchery would let that happen. I guess I would see how it could happen in a farmyard. But under controlled breeding conditions. That's sad!

It's very, very common, because if they put 2 frizzles together, only 1/4 aren't frizzled and they can even sell 'extra curly' ones in their advertising.
