Do i have a rooster after all. Her name is Eleanor & recently i saw her on the back of another pullet. She hasn't laid an egg or crowed. The black one

Hes 6 months... thanks for the suggested name but I may keep it Eleanor the Rooster lol. Here's what I don't understand. 6 chicks were given to me from a classroom 4H project. From that group I have 4 amazingly sweet Leghorns & a large beautiful rooster. Then this one starts getting on my hens. I know now that I have 2 roosters but what I don't know is why would the dominant rooster allow this to happen??? This is my first flock. Thanks for any insight

Every bird is different. Some roos are more tolerant of other roos mounting the hens than others. Some won't have it and others simply do not care. Also if they are only 6 months old they are still cockerels and not fully mature roosters and they do act a bit differently
