Leave it. Put it back for a couple hours and play soem music to speed her up. If she still struggles you can assist further

It was completely dry where it had originally pipped. Where I broke the membrane, it is very wet and sticky

Sticky means stuck. I would do a complete assist.
Stop if you see blood dripping. Dry it with a dry paper towel and wait another 2-3 hours before trying again.

I assisted and the shell just fell off..It definitely doesn't seem developed properly. Should I be culling her

Leave her in the incubator for a few hours. Chicks can change a lot overnight

Give it a while and then decide.
I'd use some warm water and try to clean it up, and blow dry it.
