It was completely dry where it had originally pipped. Where I broke the membrane, it is very wet and sticky

She may just need time, keep her in the incubator, and keep a close eye on her. What makes you believe she is not developed correctly? Just that she is curled up or am I missing something?
Give her time. If she feels sticky or hard as though concreted together, you may need to use some warm water to gently rub it away, then dry her with a paper towel. Tender love and care go a long way.
