Do i just have an evil rooster?

I would like to add if he is that territorial and sees you as enough of an issue that you have to put him in a hamper like a dirty sock then corrective measures are certainly moot at this point what you're seeing is all there is.
Whether he came that way or the pen and ladies made him nutty who knows?
It could even be you, he might just have an issue. Whatever his deal is you can't fix him.
Put him on craigslist or post notices at local feed stores but be sure to tell prospective new owners he's a salty little man nobody likes surprises! :)

Yeah ive wacked him with a 2x4 plenty of times i got him at 5mo and he was so good. Then once the hens started laying it all changed. I can differentiate between food animals and pets and unfortunatly i made this one a pet so its a hard decision. Thanks for all the feedback!
 
Lots of hens get broken feathers from mating. I don't see anything there that's serious.
What I suggest is you take him off the roost at night, cover his head loosely with a towel and gently file any points off his spurs and any sharp edges on his claws.

Does this rooster go to attack you? Has he caused his hens to bleed? Do the hens fear him? I've had a rooster be rough in the past which is normal- to the point hens were missing multiple feathers near their tail. I did not cull him... and he was eventually tame enough to be a family rooster.
It's not good at all if he goes after you or your hens in a rough manner... but until I know further, I do not recommend culling him. As @Shadrach had mentioned, try trimming his nails and spurs. Tame him gently, watch how he matures in time, you'll either see improvement or failure.
Though I agree with @Chickassan ... after using a 2x4 there may not be a saving grace.

When he goes after his owner and badly injures his hens, it's time to rehome or cull. But not if he's protective of his hens and isn't fully matured to the point of being a good rooster. My best rooster was once rough with his hens... after taming him in different techniques, he now watches over them and calmly perches alongside them at night.

I would cull him especially if there are young kids around and get a new rooster but if you just cant stand to you could try hen saddles
 
Some roosters just break feathers. I just freezer camped a wonderful Delaware rooster. Non aggressive to humans and the girls genuinely liked him. but all my girls are missing all the feathers off their backs and their backs are starting to get scratched up. Add that with a 5 to 8 a.m. non stop crowing for 2 weeks and it's time he had to go.

But I would never keep a rooster with a pissy attitude. Not even to a second attack.
