Do i need any kind of permit?

Seconding Soon2B. While every state is different, every county is different, as well as every city.. For myself I live in Anderson but my address/taxes are Madison County. Because I live in county I go by county rules. Anderson city has weird laws on livestock in city limits while Madison County is 2 animal units per acre, a chicken counting as .1 of an animal. Meaning I can have 20 chickens per acre.

I have family that lives in South Bend but a Saint Joseph County address. South Bend city limits you can have 6 hens if you get a permit. In Saint Joseph County you have to have a minimum of 5 acres to have chickens, otherwise you have to apply for a permit that cost $20 and must go through both the zoning board as well as animal control to have 6 hens per half acre.

Good resources to contact would be your City County Building, DNR and your local Humane Society. They would be able to give you an idea of what it takes to have birds at your parents home.
 
Your city should have a web page that will have most of the info you need. Most will let you have up to 6 hens and no roosters. Now if you have an HOA they will over ride the city in stronger enforcement rules. Most HOA's subdivisions will not allow chickens or any live stock.
